IAIN COATES - CHAIRMAN ROCHDALE R.U.F.C.

This is Iain Coates. 

IAIN COATES - ROCHDALE RUFC CHAIRMAN 

Iain Coates was the blacklisting main contact of the Consulting Association for Emcor Drake & Scull and is now the Chairman of Rochdale Rugby Union Football Club.

Coates had also previously worked for another Consulting Association member company, Balfour Beatty subsidiary, Haden Young prior to joining Emcor Drake & Scull.

The most interesting fact about Coates is that he was also a Director of a recruitment agency called Diamond Construction & Engineering Recruitment Ltd based in Wickford, Essex from June 2006 to October 2010.

Gillian Hone (mentioned in the previous post as being at the heart of the selection process of singling out trade union activists on the Jubilee Line Extension project) also (according to her Linkedin profile) worked at a similarly named company in Wickford, Essex called Diamond Mechanical & Electrical Services Limited from April 2007 to July 2009.

Ian Kerr also named a company called Diamond M & E Services as a member company of the Consulting Association in his evidence to the Scottish Affairs Committee in 2012.

A simple companies house check reveals that there has been no such company named either, Diamond Mechanical & Electrical Services Limited or Diamond M & E Services registered in the UK, which strongly suggests that the 'Diamond M & E Services' Consulting Association member company named by Ian Kerr was in fact the recruitment agency Diamond Construction & Engineering Recruitment Ltd, based in Wickford, at which both Coates and Gillian Hone worked at from around 2006 to 2010.

Diamond Construction & Engineering Recruitment Limited was previously called Diamond Mechanical & Electrical Engineering Services Ltd (name changed in January 2011).

The Consulting Association invoiced a Diamond M&E Engineering Services at 575 Bury Road, Rochdale, OL11 4DQ. An electoral roll search has Iain R Coates at this address.

EMCOR / DRAKE & SCULL BLACKLISTING

This is Gillian Hone.


Around 1999/2000, all the Drake & Scull supervisors on the Jubilee Line Extension project were brought together to identify the main instigators of the strike action. I learned this from Tony Willoughby (a Drake & Scull supervisor on the project) in 2006, who explained the process to me and the forms they were asked to fill in. Tony named Gillian Hone as the person administrating this process for Drake & Scull, but I've never been able to locate her until now.

Gillian would therefore most certainly have been involved in the process that singled out those operatives from the Jubilee Line Extension lists (exchanged with Balfour Kilpatrick) that made it onto the Consulting Association database. 

She stayed with Drake & Scull until 2007, but then moved to another Consulting Association member, Diamond M&E Services, and then another, SPIE Matthew Hall until 2009. Thirteen consecutive years at Consulting Association member companies.

RECRUITMENT AGENCY DATABASES

The vast majority of recruitment these days appears to be conducted via recruitment agencies, which in effect provides a legal wall of protection for those who use them.

So how would the recruitment agencies gain information on blacklisted workers? 

If you study my posts on Michael Shakespeare's application to work for Haden Young (Balfour Beatty Engineering Services) back in 2005, you'll see the Consulting Association (CA) checking procedure in the business.

However, information had to be fed back to the agencies in the instances where a certain worker was rejected following a CA check, either prior to engagement or when a worker had already commenced work on site and then had to be removed following a CA check. The CA member companies had to notify the respective agency of such.
It would therefore not take long for the agencies to see a pattern of rejections from the member companies on certain blacklisted workers, which could provide the source for their own lists.

This contention is supported by this statement from an ex employee of NRL from 2010, who explains the process the consultants in the business had to follow and the information held on three blacklisted workers, Steve Acheson, Graham Bowker and Tony Jones.


On a technical point, the phasing out of a system does not mean a phasing out of the data. It just means that the software to access the data was being updated.

C.A. DATABASE OR CARD INDEX SYSTEM?

Ian Kerr denied any knowledge of a computerised database in his evidence to the select committee in December 2012, inferring that I had not been truthful in my evidence about seeing sight of such when we met in 1997.

However, Mary Kerr gives away the truth in her interview with Radio 4 in 2013 (at 3:30) spelling out exactly how the service worked.

"On a day to day basis, any possible employees, their details were sent through by the HR managers or directors of construction companies and they were faxed through to the Consulting Association office where their names were checked against a database of 3213 names".

"If there was an occasion where one name was known and there was information held about that one person, then we would find the card with the information which was more detailed and Ian would speak to the HR director or manager....".

This process clearly confirms that a computerised database check did take place at the Consulting Association and it was only if a name was flagged up from that check, that they would then consult the card index system for a more detailed record.

BENT UNION OFFICIALS (10) - FRANK WESTERMAN

Ex Amicus (now Unite) official Frank Westerman named as the source of information on a number of blacklisting CA files by Dave Smith, especially in relation to the electricians on the Jubilee Line Extension.

I met this guy once during my time at Carillion after he'd demanded a meeting to discuss our agency workers. At the time we had approximately 1800 directly employed and about 400 via agencies (including NCS), which in my opinion was about the right balance to deal with the peaks and troughs of the construction process at the time.

Mr Westermans' visit had one primary objective, i.e. to blackmail the business into paying them (Amicus/Unite) £2.00 a week union membership fees for each agency worker used on our projects. He bragged about how powerful he was, citing projects where he'd recently caused industrial action and disruption. I recall being aware of the issues on those projects at the time, which caused me concern. 

He was referring to the use of agency workers in the national working rule handbook, which stated that any member company must first use the services of Esca Services (a recruitment agency half owned by his union at the time), before going out to any other agency. We did not use Esca at the time, as we had our own internal agency, NCS and three other preferred suppliers.

Agency workers were quite transient at the time as business was booming and there were always other agencies offering workers on our projects better money or hours. This made it impossible to encourage an agency worker to sign up to Mr Westermans' union to and process the subscriptions, as they may not be working with us a week or two later. 

Mr Westerman threatened that he would cause the business significant disruption if we did not meet his demands to pay his union. We were therefore forced to set up a process to pay Amicus/Unite £2.00 per week for each and every agency worker on our projects or suffer the wrath of Mr Westerman and his bully boy tactics.

Morgan Stanley Dispute

So Mr Westerman has recently resurfaced and according to Dave Smith's reports, he appears to be connected to a recent dispute. So let's look at the information:

a) Mr Westerman is now acting as a consultant for a construction company involved in a recent dispute with trade union members at Morgan Stanley. 

b) Mr Westerman was the source of information for blacklisted workers CA files from the Jubilee Line Extension.

c) The sacked trade union member has now been re-employed following a meeting with Pheonix MD, Lee Compton.

Oh, and...

Lee Compton was MD of Drake & Scull at the time when Sheila Knight distributed the lists of workers from the Jubilee Line Extension, Pfizers and Royal Opera House Projects.

It doesn't take too much to connect the dots, does it?

CWCS

Delighted to hear that one blacklisted worker in his 70's will receive £60,000. I hope he enjoys spending every single penny of this enjoying life.

So he may have got more. So what. I'd rather take what's currently on offer (as I did) than be part of a hypocritical, overstated, over exaggerated political campaign from the likes of Gail Cartmail and Len McCluskey at Amicus/Unite.

Keep on covering up your union's shameful involvement in all this! It will all come out in the hearing next May. I assure you of that!

2015 Election

So there goes the 'full inquiry', whatever that may have been under a Labour Government. Labour did nothing for the blacklisted workers when they were in power, so why would anything have changed if they had won last week.

Don't get me wrong. I voted for Labour in my Delyn constituency, but this was a massive defeat and one that demonstrated that too many deluded senior trade union officials and senior Labour party officials (stuck somewhere in the 1970's) where absolutely WAY OFF.

Good riddance also to the Scottish Affairs Committee. They wasted a fantastic opportunity to make great progress for those affected, but failed miserably sucking up to the demands of Unite in calling irrelevant witnesses such as Peter Cheese from the CIPD. Gail Cartmail was afforded three different sessions, wasting valuable committee time talking none sense about Crossrail, when the committee could have reeled in important witnesses like the awful Liz Keates or lying Richard Howson from Carillion.

All of the Labour MP's on this committee were a complete waste of time, using the time to push their left wing agenda's.

So what now?

Well the first thing Labour have to do is come clean and out all those in the trade unions and the party who had all the evidence of blacklisting back in 2005/2006 and buried this to protect their financial relationships with big business. 

They also need to out all the bent union officials involved, including Gail Cartmail and Len McCloskey at Unite who have condoned this (and the cover up back in 2005/2006) for far too long.

Failing that they can spend decades in the shadows of a Tory Government who will never do anything to help get to the truth of what really went on here and more importantly, help those who have suffered such an injustice to get the proper and just moral and financial compensation for what they have endured.
